According to Mr Webster, amnesty is defined as the act of an authority by which pardon is granted to a large group of individuals.
Just in case the President or his speech writers aren't clear, to pardon is to absolve from consequences of a fault or crime.
I'm not sure what's scarier, that Bush is making this stuff up on his own or that he has speech writers for it.
