Rare Beatles Tape Sold

A half hour tape of the Beatles talking and laughing while recording some early songs sold for $23,000. The tape also includes versions of "I Feel Fine," "I'm A Loser" and "Don't Put Me Down Like This." My question is this: can the buyer release this tape or did he buy it for his personal satsifaction?
